1. Objective: Amend Law 117-169 (Tax Credit Funding). 


   - High school dropouts commit 75 % of all crimes. 

   - 75% chance of going to prison. 

   - 82% of inmates have not completed high school.

1. Objective: Amend Law 117-169 (Tax Credit Funding). 


- Fund 10,000 HISET - GED inmate high school graduations. 

- Fund 10,000 HISET - GED non-inmate high school graduations.

- Investment cost: $ 100.0 million to graduate 20,000 students.

- Avoided cost $ 3.0 billion (15,000 people at $200,000 cost each).
