Our Vision: How To Reduce Tribal Recidivism Over Ten Years

The vision is to reduce recidivism via job training and education, the summary highlights the key issues we will address and the proposed pilot. 


- Background.

   - 29,000 tribal members in State & Federal prisons.

   - 2,000 tribal members in Oklahoma prison system.

   - Average State sentence 57 months.

   - Average Federal sentence 120 months. 

   - 23% recidivism rate in Oklahoma.

   - 70% high school graduation rate.

   - Suicide rate is 2.5 times the national average.

   - Incarceration rate is 3.1 times higher than 

      Caucasians 763 per 100,000 vs 181/100,000. 


- Oklahoma Objectives (Tribal member focus).

   - Projected Cost: $ 600.0 million annually. 

   - Reduce recidivism rate from 23% to 5%.

   - Increase HS graduation from 70% to 100%. 

   - Reduce suicide rate to ZERO. 

   - Annual programs.

      - Fund 2,000 High School GED graduations. 

      - Fund 2,000 H.S. trade school graduations. 

      - Fund 100 rehab beds.

      - Fund 500 halfway house beds.

      - Fund 700 prison training jobs.

      - Fund 2,000 employer-based job incentives. 

      -Long-term economic development.

Pilot Project

The intent of the proposed job training and environmental pilot will address the following issues and objectives. 


1. Objective one. 


a. Create a program to reduce the tension between the State of      

Oklahoma and Tribal Nations. 


2. Objective two. 


a. Create one project with a common goal - benefit between the State of Oklahoma and one Tribal Nation. 


b. Proposed Tribal Partner: Osage Nation, Oil & Gas Management Office. 


3. Objective three. 


a. Provide job training for current or former inmates in Oklahoma. 

b. Provide environmental restoration (plugging orphan oil & gas wells) for the State of Oklahoma and one tribal nation. 


4. Pilot Details (Contract Gary Jennings for information.


a. Plug orphan wells in five Counties.

b. Counties: Osage, Tulsa, Okmulgee, Oklahoma, Stephens. 

c. Plug 300 orphan wells per year via twelve operating crews. 

d. Proposed budget: $ 45.0 million annually. 

e. Program term: Two years.

f. Funding source: Federal Tax Credits. 

Pilot Focus: Orphan Oil & Gas Well Closure

- Amend Law 117-169 (Tax Credit Funding).

- Problem: 20,000 abandoned oil & gas wells in Oklahoma.

- Problem: 20,000 abandoned oil & gas wells, Osage Nation.

- Goal: Fund 2,000 well closures (plugging) per year.

- Location: 70 counties with 40 to 80 crews.

- Potential inmate jobs: 500.

- Projected labor cost: $ 50.0 million annually. 

- Avoided prison cost: $ 125.0 million annually.

- Total program cost: $ 200.0 million annually. 

- Program duration: Ten years.

- Savings to OCC - Oklahoma: $ 200.0 million annually. 

- Type of job: Cleaning up and plugging orphan wells.

How To Fund Our Vision!

Pilot Funding: $ 45.0 million. 

Program Funding $ 250.0 million annually. 


Funding Strategy: Modify two existing IRS codes via legislation. 


1. Amend Public Law 117-169 (Tax Credit Funding - HS Project).

   - Law: Inflation Reduction Act. 

   - GOAL: Fund and graduate 500 HS students annually.

   - Annual cost: $ 5.0 million (500@$10,000 each).

   - Avoided cost: $ 150.0 million (500@$300,000 each). 


2. Amend Public Law 117-169 (Tax Credit Funding - Job Training).

    - Law: Inflation Reduction Act. 

    - GOAL: Fund and train 500 inmates for future employment.

    - Annual cost: $ 7.5 million (500@$15,000 each).

    - Avoided cost: $ 150.0 million (500@$300,000 each). 


3. Amend WOTC section 51 (Employer Incentive).

    - Law change to increase $ 500 to $ 25,000.

    - GOAL: Incentivize 2,000 employers to hire felons. 

    - Tax incentive: $ 25,000 per employee. 

    - Annual cost: $ 12.5 million (500@$25,000 each).

    - Avoided cost: $ 600.0 million (2,000@$300,000 each).
