Our Vision: How To Reduce Tribal Recidivism Over Ten Years

The vision is to reduce recidivism via job training and education. 


Background.

   - 2,000 tribal members in Oklahoma prison system.

   - Average State sentence 57 months.

   - Average Federal sentence 120 months. 

   - 23% recidivism rate in Oklahoma.

   - 82% of inmates did not graduate high school.

   - Suicide rate is 2.5 times the national average.

   - Incarceration rate is 3.1 times higher than 

     Caucasians 763 per 100,000 vs 181/100,000. 


Oklahoma Objectives (Tribal member focus).

   - Sell federal tax credits to fund inititives.  

   - Projected Cost: $ 600.0 million annually. 

   - 30 job training platforms.

   - Reduce recidivism rate from 30% to 5%.

   - Increase HS graduation from 50% to 100%. 

   - Reduce suicide rate to ZERO. 

   - Annual programs.

      - Fund 1,500 job trainings via 20 platoforms. 

      - Fund 10,000 High School GED graduations. 

      - Fund 10,000 H.S. Trade School graduations. 

      - Fund 25,000 employer-based job incentives.

Amend Law 117-169 (Tax Credit Funding).

- Eight times more likely to be arrested than H.S. graduates. 

- 82% of inmates have not completed high school.

- Invest $ 10,000 per child in education/training ($ 100.0 million).

Objective: Amend Law 117-169 (Tax Credit Funding).


- Funding: Sell Federal Tax Credits to fund program.

- Pilot Goal: Fund 2,000 well closing per year.

- Inmate training jobs: 1,000.

- Program cost: $ 200.0 million annually. 

- Term: Five years.

Site Restoration

Objective: Amend Law 117-169 (Tax Credit Funding).


- Pilot Goal: Restore orphan well sites.

- Inmate training jobs: 500.

Orphan Oil & Gas Well Closure Plan

Objective: Amend Law 117-169 (Tax Credit Funding).


- Problem: 20,000 abandoned oil & gas wells in Oklahoma.

- Problem: 20,000 abandoned oil & gas wells, Osage Nation.

- Goal: Fund 2,000 well closures (plugging) per year.

- Inmate training jobs: 1,000.

- Oklahoma program cost: $ 200.0 million annually.

- Osange Nation program cost $ 200.0 million annually.

- Program duration: Ten years.

Cattle Ranches

Objective: Amend Law 117-169 (Tax Credit Funding).


- The United States imports 3.5 billion pounds of beef.

- Imported beef: 5.0 million head annually.

- Import value: $ 25.0 billion annually.

- Cattle type: American Wagyu/Angus.

- 50,000 head per state.

- 150,000 acres per state.

- Products: Beef, produce, honey, other products.

- Goal: Use farming operations for job training.

- Goal: Reduce imports via new cattle operations.

How To Fund Our Vision!

Objective: Amend two existing Federal laws and fund the proposed initiatives to reduce recidivism, State by State.


1. Amend Public Law 117-169 (Tax Credit Funding - HS Project).

   - Existing Law: Inflation Reduction Act. 

   - Target audience: High school student dropout.

   - Target audience: Students in juvenile detention. 

   - Students per year: 10,000.

   - Goal: Reduce recidivism via H.S. graduation. 

   - Annual cost: $ 100.0 million (10,000@$10,000 each).

   - Avoided cost: $ 3.0 billion (10,000@$300,000 each). 


2. Amend Public Law 117-169 (Tax Credit Funding - Job Training).

    - Existing Law: Inflation Reduction Act. 

    - 1,500 inmate jobs annually via 20 training platforms.

    - Goal: Reduce recidivism via work and training programs. 

    - Annual cost: $ 75.0 million (1,500@$50,000 each).

    - Avoided cost: $ 450.0 million (1,500@$300,000 each). 


3. Amend WOTC section 51 (Employer Incentive).

    - Law change: Increase $ 2,000 to $25,000 per person.

    - Goal: Reduce recidivism via job and skills training. 

    - Per State: Incentivize 25,000 employers to hire/retain felons. 

    - Employer Tax incentive: $ 25,000 per employee. 

    - Annual IRS cost: $ 625.0 million (25,000@$25,000 each).

    - Avoided cost: $ 7.5 billion (25,000@$300,000 each).
