Orphan Oil & Gas Well Closure Plan

Objective: Amend Law 117-169 (Tax Credit Funding).


- Texas problem: 10,000 orphan gas and oil wells.

- Goal: Fund 500 well closures per year.

- Annual well closure cost: $ 50.0 million. 

- Inmate training jobs: 200 inmates per year. 

Galveston Bay Orphan Oil & Gas Well Closure Plan

Objective: Amend Law 117-169 (Tax Credit Funding).


- Problem: 500 orphan wells in the bay or marshes.

- Goal: Fund 100 well closures per year.

- Annual cost: $ 30.0 million. 

- Bay location: Galveston, Matagorda, Trinity. 

Site Restoration

Objective: Amend Law 117-169 (Tax Credit Funding).


- Problem: 10,000 orphan oil & gas wellwells sites in Texas.

- Objective: Restore orphan well sites as needed.  

Cattle Ranch's

Objective: Amend Law 117-169 (Tax Credit Funding).


- The United States imports 3.5 billion pounds of beef.

- Cattle type: American Wagyu/Angus.

- Heard count: 15,000 head, Texas.

- Products: Beef, produce, honey, other products.

- Goal: Use farming operations for job training.

- Goal: Reduce imports via new cattle operations.

How To Fund Our Vision!

Objective: Amend two existing Federal laws and fund the proposed initiatives to reduce recidivism, State by State.


1. Amend Public Law 117-169 (Tax Credit Funding - HS Project).

   - Existing Law: Inflation Reduction Act. 

   - Target audience: High school student dropout.

   - Target audience: Students in juvenile detention. 

   - Students per year: 10,000.

   - Goal: Reduce recidivism via H.S. graduation. 

   - Annual cost: $ 100.0 million (10,000@$10,000 each).

   - Avoided cost: $ 3.0 billion (10,000@$300,000 each). 


2. Amend Public Law 117-169 (Tax Credit Funding - Job Training).

    - Existing Law: Inflation Reduction Act. 

    - 1,500 inmate jobs annually via 20 training platforms.

    - Goal: Reduce recidivism via work and training programs. 

    - Annual cost: $ 50.0 million (1,000@$50,000 each).

    - Avoided cost: $ 3000.0 million (1,000@$300,000 each). 


3. Amend WOTC section 51 (Employer Incentive).

    - Law change: Increase $ 2,000 to $ 25,000 per person.

    - Goal: Reduce recidivism via job and skills training. 

    - Per State: Incentivize 25,000 employers to hire/retain felons. 

    - Employer Tax incentive: $ 25,000 per employee. 

    - Annual IRS cost: $ 625.0 million (25,000@$25,000 each).
